Upcoming GST Changes Effective April 1, 2025: Key Updates for Taxpayers

As the new fiscal year approaches, several significant amendments to the Goods and Services Tax (GST) framework are set to take effect from April 1, 2025. 1.      Cessation of New Anti-Profiteering Investigations: Tax authorities will no longer initiate new anti-profiteering investigations under GST. Ongoing cases will continue, with the GST Appellate Tribunal assuming responsibility for adjudication from the Competition Commission of India as of October 1, 2024. 

2.      Mandatory E-Invoice Upload Within 30 Days: Taxpayers with an annual aggregate turnover (AATO) of ₹10 crore or more are required to upload e-invoices to the Invoice Registration Portal (IRP) within 30 days of issuance. Previously, this mandate applied only to businesses with an AATO of ₹100 crore or more. 

3.      Proposed GST Rate Reductions: The Finance Minister has announced plans to reduce and rationalize GST rates, following recommendations from a group of ministers. These changes aim to simplify the tax structure and address compliance challenges. 

4.      Amendments in the Finance Bill 2025: The bill introduces several key changes, including:

o    Input Tax Credit (ITC) Distribution: Expands the scope of Input Service Distributors to include IGST paid on reverse charge transactions.

o    Clarification on 'Local Authority' Definition: Explicitly defines 'Municipal Fund' and 'Local Fund' to clarify the scope of local authorities under GST.

o    Implementation of Track-and-Trace Mechanism: Introduces a unique identification system for specified commodities, requiring businesses to affix secure digital marks or stamps.

o    Removal of Special Time-of-Supply Rules for Vouchers: Aligns the taxability of vouchers with the underlying goods or services.
